To Whom It May Concern It is my position that I was not provided the services paid for with regard to Blue Ridge Rock Festival (BRRF), and request a full refund. Following, I will provide specific details as to the ways that BRRF failed to deliver as advertised. This statement will additionally be accompanied by supporting evidence in the form of communications directly from BRRF, reports from local news agencies, statements from local officials in regards to the safety, and eventual cancellation of the event, as well as eyewitness accounts from both those in attendance, and those working the festival. The festival advertised as running from 09/07/23 through 09/10/23, and states that shows will be performed "rain or shine." On Thursday, 09/07/23, the schedule was interrupted and cancelled due to a sudden severe weather alert. On Friday, 09/08/23, BRRF suspended all shuttle and camper check-in activity, citing ongoing weather concerns, and stopped allowing entry to the grounds. On Saturday, 09/09/23, the remaining days of the festival were cancelled by BRRF, citing ongoing weather concerns, despite clear skies. Included will be documentation showing communication from BRRF to attendees informing about those cancellations, as well as communicating their intent to provide refunds to those impacted. Additionally, included will be several local news articles and eyewitness accounts refuting BRRF's claims that inclement weather was the cause for the event's cancellation. Supporting documents show that while Thursdays storm did require a temporary evacuation of the grounds; it was the poor treatment of staff, poor management, and lack of planning that led to the eventual shutdown of the event. BRRF failed to provide safe and sanitary working conditions to it's staff and volunteers, prompting a strike and eventual walk-out. This led to a lack of trained security, EMS, and other festival staff, causing dangerous and unsanitary conditions for attendees. Security was dangerously inefficient at all stages of entry to the grounds. Checks were not performed on vehicles entering the campgrounds. Staff simply asked those arriving if they had weapons or prohibited items, and waved them through without opening or checking most vehicles or containers. Several attendees reported seeing items at campgrounds that were clearly prohibited in the festival guidelines, including machetes, hammers, knives, and firearms. Security at the gates into the festival grounds was comparably lacking; as several of the metal detectors appeared to not be functioning, or not be powered at all. Others would sound and the security personnel attending that lane would disregard the alarm, and wave fans through anyway. The primary point of concern for the security at this point seemed to be making sure fans had a valid wristband, as they also completely disregarded checking bags, despite the clear policy on what size and type of bags were allowed. Most backpacks allowed past the checkpoint were too large, not transparent, or were outside of the specified parameters in some other way, and were never searched. Included will be several photos, and eyewitness accounts of prohibited items in areas that should have been intercepted by security, but were not. Emergency Medical Services were also shockingly unresponsive and unreliable, seemingly to being understaffed, unequipped, or just having too many emergencies to respond to. Patrons were collapsing in the heat while standing in line before the festival grounds even opened on Wednesday, and the slow response time of EMS personnel was immediately concerning to myself, and those in line around me. Once we were through the security checkpoint and the first artist took the stage, it wasn't long before another fan collapsed under the heat. The crowd raised a chorus of cries for help that seemed to last for minutes, before the band took notice and alerted EMS to provide assistance. This would prove to be the most timely response I would see for the rest of my time at the festival. Provided documents show several firsthand accounts of both staff and attendees supporting a lack of manpower, training, and even supplies for EMS to treat even minor medical concerns. The restroom and garbage situation at both the camp and festival grounds were inadequate, and quickly became unsanitary and unsafe, seemingly due to the aforementioned staff shortages and walk-outs. Hours into the first day, all of the porta-johns became overfull and out of order, often even knocked over, and left that way through the duration of the event. Garbage receptacles were filled to overflowing by the end of the first night, leading to large piles of ever accumulating waste stacked throughout the grounds all weekend. The festival advertised as having twelve water refill stations. In reality, the main festival grounds had only two water refill stations. Additionally, on Wednesday, the festival grounds were only partially accessible, and there were no refill stations available. Included will be documentation showing the promise of twelve refill stations, a map showing two refill locations on the festival grounds, as well as statements from several eyewitnesses, and an interview with Halifax County Administrator Scott Simpson, stating that there were only two in the plans. This is primarily a concern for myself, as BRRF presented strict rules on what kind of containers and liquids were allowed onto the premises, despite never actually enforcing them. My wife and I arrived with bottles that fit the parameters specified in the festival rules, and quickly found ourselves with inadequate means to stay adequately hydrated on the very first day. This was immediately exacerbated by an obvious lack of service being performed on the facilities, as both water refill stations broke down/went out of service frequently. This appeared to be alarming to BRRF themselves, prompting them to provide at least one pallet of bottled water for the fans to use in absence of the filling stations. This proved to be wholly inadequate for the demand, as the pallets were immediately depleted, leaving most fans thirsty and faced with the choice of staying so, or paying for bottles of water from the vendors. This is not in line with what was advertised by the festival, and as such, not what I purchased. BRRF advertised their VIP package as including "Air Conditioned Bathrooms, Early Entry, Dedicated Hydration Station, and Access to our VIP & Rockstar-only Acoustic Tent for Private Concerts throughout the weekend from notable National Artists," among other amenities. VIP pass holders were not provided early access even on the day that did open as planned, and zero shows were held at the Acoustic Tent. The Dedicated Hydration Station stopped working after a few hours, and most of the VIP bathrooms were taken out of order on the first day, shortly after the grounds were opened, and never serviced. These, specifically, are the features of the VIP package that I paid for, but did not recieve. Finally, the most egregious and unacceptable failure on behalf of BRRF, was demonstrated on Thursday, when a sudden severe weather alert forced an evacuation of the festival grounds. The moment the storm started, any organization or responsiveness on behalf of staff immediately evaporated. Campers were advised to return to their cars to take shelter, which meant that thousands of attendees were forced to run through open fields of tents to find shelter from hail, lightning, and winds up to 60mph. Meanwhile, attendees who did not camp, were directed to the shuttle pick-up location, where they stood in the adverse weather for up to five or more hours, in the dark, with no updates as to when a shuttle would arrive to take them to their vehicles. During a minor weather event, BRRF failed all of its patrons, and left every attendee to fend for themselves. Social media is filled with stories of fans sheltering in porta-johns, hiding under unsafe, metal structures, or being injured while trying to flee the festival grounds in search of shelter. BRRF did not have the personnel, the training, or plans for any kind of emergency; which was particularly worrying to me, given the clear lapses in other critical services like security and EMS. This was not the experience I was sold, or what I expected, when I bought passes. Included documentation shows that conditions did eventually worsen. It is my hope that when I made the decision to place my business with Chase, that I made the right choice, and that I can rest assured that my investments and purchases are and will continue to be protected from this very kind of abuse.
