need to modify the default value of delayed delivery in outlook.  It always defaults to 5pm, and for the required policy in their country, no emails can be sent after 5pm and before 7:30am the following day.  If someone is not watching the delayed time closely, this disrupts their policy rules.  

So I want to know, when following the suggestions on this link - https://support.office.com/en-us/article/Delay-or-schedule-sending-email-messages-026af69f-c287-490a-a72f-6c65793744ba, I want to make sure that the user setting the delay will select a time after 7:30am.  Can I set the time to default to 7:30am for my users?
